Credit Programs

The credit programs are explained in two manuals: the Stormwater Utility Credit Program Technical Manual (Technical Manual) and the Stormwater Utility Credit Program Customer Instruction Manual (Customer Manual).

 

The Technical Manual uses calculations from the Budget Services Program and groups them into two types of Credits for the Customer Manual. The two types of Credit are the Stormwater Conveyance System (SCS) Credit and the Receiving Water (RW) Credit. The Customer Manual is intended to be less technical and more "user-based". It provides instructions to Customers on how to qualify for the two types of Credit.

 

This Customer Manual provides General Information about the Stormwater Utility, the fee structure and the "fee for service" based Credit system. The Credit Policy section describes general application requirements and an overview of the available Credits. Two sections cover each type of Credit and describes application requirements specific to each including reference materials and submittals. The Credit Application, which includes a submittal checklist, is found in its Appendix.

Single Family Unit Rates:

 

Single Family Units are charged a flat rate of $5.90 per month, consisting of a $2.00 Fixed Fee and a $3.90 Variable Fee. All other Developed Parcels, called Non-Single Family Units (NSFUs), are charged the $2.00 Fixed Fee and a calculated Variable Fee. The Variable Fee is calculated on a case-by-case basis according to the amount of Impervious Area at each Developed Parcel. The Impervious Area delineations for each NSFU are based on measurements from aerial photographs taken in 2006. Geographical Information System (GIS) mapping was used to calculate the Impervious Area from these delineations. The amount of Impervious Area is measured in square feet and divided by 1,907. The result of that division is rounded up to the next hundredth of a whole number and becomes the number of ERUs assigned to the property. That number is multiplied by the base billing rate of $3.90 per ERU, rounded to the nearest cent, and is added to a Fixed Fee of $2.00 per month per Developed Parcel.

 

The number of ERUs assigned to each Developed Parcel will remain constant unless physical changes are made that alter the amount of Impervious Area or corrections are made to improve the accuracy of City and County mapping or there is a recalculation of the ERU. The ERU recalculation occurs about once every 4 to 5 years.
